What is sapphire quarts and is it valuable?

Sapphire and quartz are two different minerals. Giving an adjective to quartz such as "Sapphire" quartz would probably indicate a blue type of quartz. Being that blue quartz is very rare, and usually caused by inclusions of blue minerals, it would be unlikely that it would be called  "Sapphire "quartz when occurring naturally. Without seeing any pictures or having any more details, I would conclude that there is a large probability that the material you are describing is probably some sort of dyed or otherwise synthetically-colored quartz, and it probably doesn't have much value to it.
