Is this brown agate or brown onyx?

It looks more like chalcedony or chert. Where was it found. Lincoln, Nebraska in a quarry? Whitefish Bay, Michigan in Lake Superior.

I picked this rock on the Pacific coast in  British Columbia,  just north of the US border.  The inside brown part feels almost waxy, very smooth and coffee coloured translucent. It does not scratch easily.  The exterior is rough, porous tan and the next layer looks almost cement like, grey brown and abrasive.  Thanks for looking into this.
The gray center part looks like chalcedony. It should be very hard. It could even be blue agate. The matrix could be anything. Matrix is the rock around the central stone.
