How dangerous is apatite rock dust to large areas to the environment?

Crop dusting is spreading apatite dust to hillsides of San Diego to illegally plant invasives that they

will harvest and sell later.

Apatite is calcium phosphate, which is non toxic. Though any fine dust particles of any material can be harmful. Why would they spread apatite dust? Don't understand the explanation as to why they would be doing that.
