This is English Sea Glass.

But I can't seem to figure out what is attached to it...

Is it rock? Sea fossil of some type, like a coral.

I posted this for a friend; he says the white part feels like glass. He collects Sea Glass on the beaches of England but has never encountered this before...

But if it is a fossil... then what? It is not coral, not Sand Doller, it looks like a flat barnecale but I can't find similar pictures.

There are actually three similar fossils on this rock. I showed it to the agate lady at muskellonge state park last year, she said it had some agate but the fossils were interesting, gave me a name but I didn't write it down.
Thx, Weasel, your rock looks like Coralised Agate. Maybe even Turritella.  But as you can see on "my" picture it concerns Sea Glass (the blue part) with something flat and whitish attached to/on it. And th├ít is, is what I'm looking for.
I've added an extra picture.
