How can we register this Topaz weighting 29700 carats to world record ?

Contact a museum.Contact a lawyer. Contact a geologist at your local university. Do that in any order you wish. I'd call a lawyer first. They should be able to start you off. I'd be careful. A man in my state found a stone and showed it on the internet and the state took it from him. Claimed they owned every rock over such and such a size.

I think there are larger topaz crystals out there in some museums. The American Museum of Natural History has a very large crystal in their mineral hall that is likely larger than this (don't know its exact carat size though)
