Trying to ID white stones from Eel River, CA

 I found these stones on the Eel River in northern California. They are translucent with a few black inclusions. I can't figure out what they are. Howlite? Moss agate? I didn't think howlite was translucent, though. They look a bit like they were formed in layers.

Looks like Quartz, should be very hard. In the pictures I cannot see layers. Maybe if you backlit one. Looks like the river managed to smooth the rocks over.
