Can someone tell me what this is?

This is a round rock made up of very tiny pebbles with a neon green substance that seems to run all thru it. I found this on top of the ground. I dug right under it and found this smaller rock which is red and dark blue and turquoise blue with a small green and small yellow speck. I would love to know what it is

Melanie, could you post the other rock, too. Also, we could gain some helpful data if you told us where you found these rocks...something like in Tempe, Arizona,  in a dry river gulch. Geographically specific with some information. If we know where you found it, it will help us narrow the focus. For example, if found outside of Houghton, Michigan, this stone might be a copper mineral....Thanks and please re-post with that information.
