Topaz is hard, but there are a few minerals with a hardness greater than topaz, including Corundum, Diamond, and Chrysoberyl.

Several minerals have a hardness greater than 7 that would scratch quartz, including Tourmaline, Garnets, Beryl, Spinel, Cordierite, Phenakite, Staurolite, and Zircon.

Topaz can not be scrached there for topaz is not a mineral.
